These are some of the words people who attended our first Fairfax Bicycle Summit used during and after the October 27 event. FABB collaborated with Fairfax County Department of Transportation (FCDOT) and George Mason University to put together a stellar list of speakers and local bike shops, who inspired us to redouble our efforts to make bicycling an everyday activity for the good of our communities. We heard of at least two people who visited local bike shops after the summit, looking for bikes to use for local trips.

Keynote speaker Andy Clarke, President of the League of American Bicyclists, stated the obvious: Fairfax faces many challenges for bicyclists. But he also noted that things are changing for the better. Fixing some of the challenges does not necessarily involve any grandiose ideas, specialized infrastructure, or millions of dollars. For example, simple actions such as closing gaps in our sidewalks and trails and keeping walking and bicycling paths clear of snow and debris would improve conditions for bicyclists. Although encouraging bicycling is not “rocket science” and many people want to drive less, commitment from the top is required because change does not happen by chance. Speaker Tom Biesiadny, Director of FCDOT, detailed ways that his department is working to further bicycle transportation, such as completing the county bicycle master plan, partnering with VDOT to add wide shoulders or bike lanes during road repaving projects, and conducting a trails and sidewalk condition assessment.

As the day progressed, speaker after speaker detailed ways we can bring better and safer conditions to cyclists. The more people who ride, the safer everyone is. Ideas were wide ranging:  bike stations for residential tenants in redeveloped Tysons Corner, road diets that incorporate bike lanes, kids telling their peers how much they enjoy biking to school, bike sharing, enticing recreational bikers to try riding for short trips around town, convincing people that riding 2 miles to the store doesn’t mean you need to be an endurance athlete. Closing speaker Stewart Schwartz of Coalition for Smarter Growth pointed out that bicycling makes sense in terms of energy, economics, health, and competitive growth, and biking for transportation truly contributes to our national security.

FABB presented awards to Fairfax County Bicycle Coordinator Charlie Strunk and VDOT Traffic Engineer Randy Dittberner for their work on behalf of bicyclists; both are avid transportation cyclists.

We already are tossing around ideas for our next bicycle summit, although topping this year’s program will be tough. If you missed the inaugural event, be sure to attend the next one!

Draft Bicycle Master Plan

Toole Design Group delivered the final draft of the Fairfax Countywide Bicycle Master Plan County Bike Coordinator Charlie Strunk. Staff briefed the Planning Commission on the bike plan on October 17. Meetings are currently being scheduled with staff from the Department of Planning and Zoning and the Department of Transportation's Long Range Planning Section in order to review format and comprehensive plan language compatibility.  The draft-final plan will be presented to the Planning Commission after the first of the year to seek approval of the Plan. It will then go to the County Board of Supervisors for their approval. Once a copy of the Plan is available we will post information on the FABB website.

Safe Routes to School in Fairfax


Over the past 3 years, FABB has been working with both Fairfax County government and the Fairfax County Public Schools, encouraging them to embrace a system-wide effort to get more children to walk and bike to school.  Leveraging the National Safe Routes to School (SRTS) program, Jeff Anderson has been leading the charge for FABB and recently brought national exposure to Fairfax. In May, WAMU's Metro Connection interviewed Jeff and two of his three children for the feature From A To B: Families Try To Bring Back Walking, Biking To School, which ran on NPR. In June, Nike sent a photographer to capture the Wolftrap ES Bike Train as part of a larger report, Designed to Move: A Physical Activity Action Agenda.  The SRTS section of the report (page 78) contains a photo of Wolfie's bike train. Bicycling magazine published a report on biking to school and included a picture of the Anderson peloton as representative of kids who can and do bike to school (section 7). In August, Wolfie's Bike Train was featured in the article Uphill Ride: Kids and Their Parents Show the Way to Cycle Safely to School in Landscape Architecture magazine.   

Finally, in September, Nickelodeon sent two film crews to Wolftrap ES to film the bike train and to profile Carina Anderson (6th grader at Wolftrap ES) as part of their 30 min special on I Play Because... The kids at Wolftrap ES are setting a great example for others.

FABB will continue to push for continued movement within Fairfax County to get more kids to bike and walk to school as these children are the bike commuters of tomorrow.

Bicycle Bills in 2013 Virginia Legislative Session

Delegate Alfonso Lopez (49th District) plans to reintroduce the "Exercise due care" and "Following too closely" bills again in the 2013 session. Both bills would help educate motorists about the rights of bicyclists and the need for motorists to drive carefully around them. These bills were opposed last year by Northern Virginia Delegate Barbara Comstock (34th District), who cast deciding votes in defeating them. Once the and other bike-related bills are introduced we will ask cyclists to contact their local legislators to urge them to support the bills.

First Bike Sharing System Implemented at GMU

GMU recently implemented a
bike sharing system at four "stations" around campus.
Patriot Bikeshare uses bikes from viaCycle. The system is very simple. The bikes are parked at designated bike racks using an attached cable locking system. There are a couple of options for using the system:
  • One-time $3 fee to check out a bike for a 12 hour time period.
  • Subscription fee of $6/month available to Mason students, faculty, or staff.
Guests can also use the system. The first two hours of use are free.

New Bike/Ped Staff Person at Fairfax County

Fairfax County DOT recently hired a new bicycle (and pedestrian) staff person to work in the county bike program. Her name is Vanessa Aguayo. According to the county bike coordinator, "She has an engineering background, comes to us from the private sector, and has lots of experience in designing bike and pedestrian projects as well as traffic calming." Welcome to Vanessa; we look forward to working with her.

VDOT Releases Updated Bicycling in Virginia map

VDOT recently released an updated version of the state bike map, Bicycling in Virginia. The map shows major bike routes in the Commonwealth, including United States Bicycle Routes (USBR) 1 & 76, Skyline Drive, Blue Ridge Parkway, the Virginia Capital Trail, and a few other major trails. There is a Northern Virginia inset showing details of USBR 1, the Fairfax Co Parkway Trail, the Cross County Trail and others.

495 Express Lane Bridges Now Have Bike/Ped Facilities

The 495 Express Lanes are scheduled to open on November 17 . Since 2007 a major goal of FABB has been to ensure that bike facilities are included on the bridges across the Beltway. Most Beltway bridges between I-95 and the American Legion Bridge were reconstructed as part of the HOT lanes project (now called the 495 Express Lanes). See the many blog postings on our HOT lanes advocacy. We attended public meetings, wrote a Post Outlook section article, and met with county and VDOT staff to ask that the facilities that are indicated on the county Trails Plan be included in the project.

With support from Fairfax County DOT and VDOT, those facilities are a reality. While they are far from perfect, in most cases they provide the first accommodations for pedestrians and cyclists on the Beltway bridges. The next step is to ensure that those new facilities are connected to the surrounding bicycle route network.

FABB Fact: 31% of trips in central Fairfax are less than 3 miles.

Fairfax Bike Summit - Pedaling Our Way to a Healthier and Happier Community

We're excited to announce the inaugural Fairfax Bike Summit on October 27 at George Mason University (GMU). The purpose of the summit is to bring together current and future bicyclists, bicycle organizations, bike shops, and transportation professionals to discuss how to make Fairfax a better place to live by making bicycling a major component of the transportation system.

Hear from nationally known speakers including Andy Clarke, President of the League of American Bicyclists, who lives in Fairfax County; Chris Eatough of BikeArlington; and Stewart Schwartz of the Coalition for Smarter Growth. You can also check out the latest transportation bikes and gear from local bike shops.

Register online for free. Attendance is limited to 200 people. Display space is free and available for bicycle businesses and organizations. The event will be held at The HUB at GMU in the Front-Middle Ballroom, 4400 University Dr., Fairfax, VA 22030. Further information is available at fabb-bikes.org and bikesummit@fabb-bikes.org.

Draft Bicycle Master Plan Completed

After more than a year of effort that included public meetings with area cyclists, focus group meetings, workshops, and meetings of the master plan Bicycle Advisory Committee, Fairfax County received the final draft of the Countywide Bicycle Master Plan from Toole Design Group on July 31. Charlie Strunk, the county bicycle coordinator, is incorporating final comments, including recommendations approved by the Town of Herndon, and finalizing the map of recommended bike facilities.

The next step in the process of getting the Plan approved is to present it to the Planning Commission Transportation Committee, followed by a public hearing before the full Planning Commission, probably after the first of the year. The Board of Supervisors will then hold hearings and take a final vote on the Plan.

FABB Social Rides Showcase Local Attractions

Twenty cyclists joined FABB on August 25 for our latest social ride, a slow-paced guided tour of McLean.

FABB member Dennis Frew led the group through neighborhood streets past several local points of interest including the homes of several Supreme Court justices, Vice President Cheney's house, and Hickory Hill, the former home of President Kennedy and Senator Robert Kennedy. Our next ride will be a tour of Reston that will include stops at the Nature Center, Wiehle Ave Metro Station, Bowman House, Brown's Chapel, historic Lake Anne, and the Reston Town Center. Date TBD.

Visit Fairfax Now Includes Biking

For the past year FABB has worked with Visit Fairfax, the official Fairfax County tourist information group, to include information about bicycling in their outreach materials. The Visit Fairfax website, www.fxva.com, is used by visitors to the county to find out about upcoming events and attractions. Visitors can also obtain information about lodging, restaurants, and shops.

Now biking information is included on the site on the Biking and Hiking page. The Biking and Hiking page has a link to the county bicycle route map, a list of places to rent bikes, and a link to the FABB website that contains a cornucopia of bicycle information on the Cyclist Resources page. FABB Fact: Fairfax County is home to 53 Historical Markers, most of which are difficult to read from the seat of a car. Check out some of them by bike. Contact us to help create a Fairfax Historical Marker bicycle tour.

Bicycle Master Plan

The final stages of the Fairfax County Bicycle Master Plan process are underway. At the final two countywide meetings cyclists were asked to rank a list of 18 Early Initiatives. The Initiatives were based on feedback from public meetings held over the past year. The top ranked initiatives were: Create BikeFairfax along the lines of BikeArlington, Strengthen the existing Fairfax DOT Bicycle Program, Develop a Trail Maintenance Program, Create a permanent Bicycle Advisory Committee, and Focus on the VDOT Resurfacing Program to create new bike facilities. The responses will help the Plan team as they develop recommendations for how the county should invest funding, what strategies should be used to build the route network, and which subject areas should receive the highest priorities.

The draft bicycle route network is now being revised. The bike plan Advisory Committee will meet again in mid July to review the latest draft of the plan and the route network. The goal is to complete the plan by the end of July. Public hearings at the Planning Commission and Board of Supervisors will likely be held in late Fall, early Winter.

New Bicycle Road Signs

Shared Lane markings, usually called "sharrows", are starting to appear on roads in Fairfax County, including Courthouse Road near Tysons and Westmoreland Street in McLean. FABB has been advocating for these signs since they were initially developed. The signs consist of two chevrons pointing forward with a bicycle symbol below. Sharrows are used to indica
te to cyclists where they should safely ride in the road. The markings are placed away from parked cars so cyclists will avoid the dreaded "door zone."

Sharrows also let motorists know to expect bicyclists in the road. Some motorists and even some cyclists are not aware that bicyclists have the same rights and responsibilities to use the road as do motorists. If the road is less than 14 feet wide it is considered too narrow for a bicyclist and a motorist to travel side by side. On those roads cyclists should ride in a way that motorists are not tempted to share the lane with them and pass dangerously close. In these cases, sharrows are placed closer to the middle of the lane.

Bicycles May Use Full Lane signs send the same message as the sharrow, that bicyclists belong on the road, and on narrow roads cyclists have the right to the entire lane. These signs were recently installed on a section of Beulah Road that is along a route between the W&OD Trail and Tysons Corner. The signs also appear on a short stretch of Idylwood Road on a route between the W&OD Trail and the Pimmit Hills/McLean area.


Fantastic Tour de Fat

We hope you were able to attend Tour de Fat. The event was a bike extravaganza sponsored by New Belgium Brewing, makers of Fat Tire Ale. It was held on June 16 at The Yards Park on the banks of the Anacostia River two blocks from Navy Yard Metro station and Nationals Park.

The event was a full day of fun bike activities starting with a bike parade that included many costumed riders. FABB volunteers staffed the ID/Wristband station and we raised $500 to support our advocacy work. Thanks to all the volunteers who helped. I think I can speak for them and say that we all had a blast. Activities throughout the park included the tire toss, Le Tigre performances, the bike pit, life-size Jenga, and performances by acts including Mucca Pazza, Ian Cooke, and Yo-Yo People.

Fairfax Bike Summit

FABB is working with Fairfax County and George Mason University to organize a Fairfax Bike Summit this Fall. The summit will be an opportunity for people to get together to discuss how to make Fairfax more bicycle-friendly. A major goal of the summit will be to build support for the county Bicycle Master Plan. Stay tuned for details.

Bike Crash/Incident Form

We've developed an online form for reporting bike crashes or other incidents. While any bike crash should be reported to the police, many incidents are never reported. In the past, Fairfax County Police collected information using their Aggressive Driver form. Due to budget cuts, that form is no longer available. Cyclists can use the FABB form to report harassment from motorists, incidents on trails, or anything else that you think needs to be reported. A summary of reported incidents will be published periodically.

Bike Count Summary

FABB volunteers participated in the National Bicycle Documentation Project on May 24 & 26. A goal of the project is to provide consistent bike counts for designated locations to record usage over time. We believe strongly that "if you don't count bikes, bikes don't count." VDOT has conducted some bike counts in the past, but only a small number of locations are in Fairfax (the W&OD Trail in Reston and Vienna). We began the project in July of last year. In May we counted cyclists at W&OD Trail/Gallows Rd, W&OD Trail/Route123 (Maple Ave), W&OD Trail/Fairfax Co Pkwy, Chain Bridge Road/Westmoreland St, and George Mason Blvd/University Dr. Thanks to the FABB volunteers who participated.

Bike to Work Day Wrap Up

12,700 cyclists registered for Metro DC Bike to Work Day. FABB members attended most of the 10 Fairfax pit stops, signing up cyclists for our newsletter. Welcome to those of you who signed up. Every year more cyclists participate in this event, a testament to the popularity of bicycling and the need for better bike facilities in the county.

FABB organized a bike locker giveaway at the Reston Bike to Work Day Pit Stop for the second year. Cyclists could enter to win one of two county bike lockers at the Reston Transit Center, Sunset Hills Park & Ride Lot, Herndon-Monroe Park & Ride Lot, or South Reston Park & Ride Lot.

FABB Rides

FABB sponsored a social ride through the City of Fairfax on June 30. Ten riders toured on- and off-road routes throughout the city, including part of the Mason to Metro route to the Vienna Metro station. Along the way we discussed a proposed new tunnel connection to the Cross County Trail under Pickett Lane. We rode one of the alternate Mason to Metro routes on the return trip, passing through the Mosby Woods neighborhood. Several trails were blocked by fallen tree limbs as a result of the strong storm that passed through the area the night before. Bike people power was required to clear the way.

Future rides include tours of McLean and Reston. Once dates are determined they will be posted on the FABB Events calendar. We plan to post the cue sheets for our rides in the near future.

FABB Happy Hour

We had a very successful FABB Happy Hour on June 28 at Coyote Grill in Fairfax City. It was a great opportunity to mingle with fellow cyclists over good food and drinks. Over 30 cyclists attended.

Thanks to Ann and Douglas who organized the event and thanks also to the Bike Arlington forum crew who rode in for the occasion.

County Bicycle Master Plan
The final stage of the Bicycle Master Plan process is underway. FABB representatives went to all eight of the bike plan area meetings, which were very well attended. Based on the existing Bicycle Route Map and cyclist input, a draft bicycle route network is being developed. However, there is more to becoming a bicycle-friendly community than bicycle route network recommendations. Our culture needs to change through bicyclist and motorist education, adequate enforcement of existing traffic laws, and fun, social bicycle events. We also need to know how many people are bicycling and how bicycle mode share is changing over time through a bicyclist counting program. Policy and program recommendations to address these needs will also be part of the final plan.

A countywide public meeting to present the draft plan is slated for June. Cyclists will then have an opportunity to comment on the plan. Once the meeting date is determined it will be announced on the project events page and on the FABB Events page. The bicycle plan will set the stage for bicycling in the County for the next 30 years. Having a comprehensive list of projects, programs, and policies in the plan is extremely important.

Fairfax County Budget
Thanks to all of you who wrote to the Board of Supervisors asking them to fund the Bicycle Program. Each Board member received more than 300 letters . FABB also testified before the Board at the budget hearings. After the hearings we met with Lee District Supervisor McKay to make our case for funding the Bicycle Program once again.

Despite the letters and testimony, the Board decided against any funding for the Bicycle Program, which means the program has no operating funds. Some money is available for projects from the Commercial & Industrial tax funds, but little money is available for such activities as bicycle education and encouragement, a bicycle counting program, and other non-infrastructure activities.

While we didn't succeed in getting funds for the program, we know that the Board heard from cyclists loud and clear that more needs to be done to make Fairfax a safer, more convenient place to bike. In our meeting with Supervisor McKay we suggested that Fairfax could benefit from a program similar to BikeArlington. At the May 1 Board of Supervisors meeting he presented a Board Matter asking staff to determine how Fairfax could implement such a program.

FABB Rides
This year we are planning several special rides and we're inviting all FABB supporters who are WABA members to join us (our insurance is through WABA). The first ride will be a social, no drop ride to the Udvar-Hazy Center the see the Space Shuttle Discovery on Saturday May 5. We plan to hold several similar rides (e.g. history of the W&OD Trail, cargo bike ride, Tysons tour, etc.) throughout the year that we'll announce on the FABB Events page.

Tour de Fat
Is DC ready for the Tour de Fat? For the first time the cycle-themed "carnival" will be held in DC this year at Yards Park on Saturday, June 16. The festival starts in the morning with a costumed bicycle parade. The day is filled with fun, bicycle-oriented activities. Tour de Fat is sponsored by New Belgium Brewing Company, makers of Fat Tire Ale. They donate proceeds of Tour de Fat to local bike advocacy groups and FABB is one of the beneficiaries.

We need your help. FABB has agreed to provide volunteers to issue wristbands. We need several more volunteers in the morning (9 a.m. - 1 p.m.) and afternoon (1 p.m. - 5 p.m.). Safe Routes to School - Bike to School Day May 9
The first ever National Bike to School Day is being celebrated around the U.S. on Wednesday, May 9. At least a dozen Fairfax County schools are participating, including Wolftrap and Marshall Road Elementary Schools, which will run bike trains that day. Is your local school participating?

FABB and other organizations participated in the Safe Routes to School National Training Course held at Herndon Middle School on April 26. The group learned strategies for developing SRTS programs in Fairfax and FABB members had a chance to network with staff from Fairfax County Public Schools, Police, VDOT, and parents and to discuss next steps for SRTS in Fairfax.

FABB reps also attended meetings on the Fairfax Co Public Schools Strategic Facilities Plan to discuss the importance of properly planning non-motorized access to our schools. We also pointed out the hidden costs and negative impact of building kiss & ride facilities. Why not take a minute to comment on the plan goals.

Fairfax County Parkway Trail
Several sections of the Fairfax Co Parkway are being repaved. VDOT held public meetings on the repaving and many cyclists turned out to argue that the adjacent trail should also be repaved. VDOT told us that the trail is not part of the repaving project, but they understand that the trail is in bad shape and needs to be repaved.

FABB members did an assessment of the trail that VDOT will use to help prioritize sections of the trail needing repaving if funds become available.

REI Donates Gear to FABB
REI donated bike panniers that will help us haul outreach literature and other materials that we use at community events where we discuss our work, answer questions, provide routing advice, and encourage cyclists to support FABB. This is our second donation from REI. Thanks to REI and especially to Rhonda Krafchin, Outreach Coordinator at REI Fairfax.

Bike Month
May is Bike Month and as you can see below, the month is packed with a long list of events. WABA is holding their major event of the year, BikeFest on Friday, May 11. This year the event will be held at Eastern Market in DC. Come on out and support the work of WABA, which is the sponsor of FABB. Enjoy hors d’oeuvres and live music, and check out entries in this year's Bikebuild contest.  Register online.

Bike to Work Day is Friday, May 18. Register at biketoworkdaymetrodc.org and sign up for one of the 60 pit stop locations in the Metro DC area. If you're attending a Fairfax pit stop, why not invite your county Supervisor to join you?
